ERROR CODE = -930 means, not permitted the use of the credit card ISSUED IN FOREIGN COUNTRIES.
It means you can't chose the credit card payment.

But you can pay by webmoney and some other kinds.
I wish you'll be able to play Japanese Maginobi.
